In the member alert that went out Friday regarding the Governor’s recommended budget cuts and increases to eligibility requirements, we asked each facility to fill out the attached Questionnaire. Many facilities have contacted us with questions regarding how to perform the evaluation on eligibility scoring. As we continue to gather additional information daily, we have learned that it is not the PASRR scoring we need, rather it is the Long Term Care Level of Care Assessment we need. The LOC Assessment is found in regulation, 19 CSR 30-81.030.The following information should assist facilities in completing their evaluation and assessment of residents for medical eligibility to be in skilled nursing facilities in Missouri.
First, attached please find the applicable regulation, 19 CSR 30-81.030. This regulation sets forth in subsection (5)(G) a description of the points that can be assessed for the conditions described therein. Facilities are advised to reference the most current Minimum Data Set (MDS) form completed for the resident to make sure there is consistency between the MDS and point count evaluation. While the categories in the MDS and the attached regulation do not coincide, the MDS should assist facilities in making a determination of the appropriate status of the resident relative to the nine categories in 19 CSR 30-81.030(5)(G) required to be assessed.
In addition, facilities should consult the medical record of the resident to verify that the evaluation and assessment being done pursuant to the attached regulation is otherwise supported in the resident’s entire medical record.
